What is a good way to make sure stains come out when washing in cold water?

I pre-treat stains with spray-n-wash and let it work for a few minutes BEFORE I start the washing machine. I use Tide for COLD WATER and sometimes I put in some Oxy Clean. I believe using cold water saves money.What is a good way to make sure stains come out when washing in cold water?

wash in cold water with normal detergent for the clothes and let the clothes air dry or else the stain will dry in.
